This report was produced in collaboration with the Virtual Staff College (VSC) and Appleyards Education, as a core reader for the VSC’s School Organisation Officers’ course.

It provides a practical guide for local authorities to develop their strategies and approaches for school reorganisation, based on lessons learnt by local authorities in undertaking school reorganisations.

The report covers:

• an outline of the legal and policy context
• the various aspects of managing a school reorganisation
• guidance on change management, planning and support for schools.
